Solution
Remove the bitumen-based waterproof membrane back to the original slab.
Clean the concrete substrate, then give a light grind. Paint the Sika Primer.
Apply the Sika Sarnavap vapour control layer.
Install thermal insulation board.
Install stainless steel testing mesh.
Install a PVC sheet membrane.
